most of this looks really good. especially the cooldowns on the cloak. IMO the cooldowns on the active scanner need to be much longer. scanners are as still allowing too many uplinks to. The max should be 1. separate them by spawn time/amount ...

I wear a scout but I support this. would be lots more consistent. It would really depend on the percentages. 10% would be too low but 40% might be ok.
